Overview
What is BS 99001?
BS 99001 is the British Standard for quality management in the built environment. It takes every requirement of ISO 9001 and adds sector-specific requirements for competence, design, risk and project delivery, giving construction and property organisations a quality management system that reflects how the industry really works.
Published by the British Standards Institution (BSI) in 2022, BS 99001 was developed in the wake of the Grenfell Tower tragedy to raise the bar on quality, safety and accountability across the sector. It is not a replacement for ISO 9001. Instead, it builds on it, so an organisation certified to BS 99001 is meeting the full ISO 9001 requirements plus the additional built environment requirements.
Who BS 99001 Is For
BS 99001 is designed for organisations that design, construct, maintain or operate built assets. That includes:
- Main contractors and specialist subcontractors
- Architects, engineers and other design consultants
- Manufacturers and suppliers of construction products
- Facilities management and asset management providers
- Housing providers, developers and client organisations
It is particularly relevant if you work on multi-party projects, where quality depends on how well several organisations coordinate, share information and hand over work.
How BS 99001 Differs from ISO 9001
ISO 9001 is written to apply to any organisation in any sector. BS 99001 keeps that framework and adds requirements that reflect the realities of construction and property work, including:
- Competence: clearer expectations for the skills, knowledge and experience of the people doing the work
- Design quality: control of design activity and design changes throughout a project
- Temporary works: managing temporary works as part of the quality system
- Inspection and test planning: planned, recorded checks at the right points in delivery
- Documented information: keeping accurate, accessible records across the life of an asset
- Multi-organisation projects: managing quality where several parties contribute to a single project
- Safety, sustainability and durability: considering how built assets perform over their whole life
BS 99001 and the Building Safety Act
The Building Safety Act 2022 introduced new duties around competence, accountability and record keeping for organisations working on buildings in England. BS 99001 is voluntary and is not a legal requirement, but it gives you a structured way to show that your processes, people and records support those duties. Many clients and assessment schemes now look for it as evidence of a mature, sector-aware approach to quality.
Already Certified to ISO 9001?
Most of the work is already done. If you hold ISO 9001 certification, your existing system forms the foundation for BS 99001. We start with a gap analysis against the additional built environment requirements, then help you close the gaps without rebuilding what already works. Many of our clients also run ISO 14001 and ISO 45001 alongside ISO 9001, and we can bring BS 99001 into the same integrated management system.
Certification and Accreditation
Certification to BS 99001 is carried out by an independent certification body, not by a consultancy. UKAS, the UK's national accreditation body, is currently running a pilot accreditation programme for BS 99001 with a small number of certification bodies. BS 99001:2022 is based on ISO 9001:2015. With ISO 9001 now being revised, BSI is expected to review BS 99001 in due course. Our standards updates and transition support keeps your system aligned when changes are published.
